This is one of a pair of statues in front of the National Assembly of Serbia and is entitled Black Horses Playing, though I don't think I'd like to play with a horse this way. The National Assembly's construction was started in 1907, with the cornerstone being laid by King Petar I. The sculpture was placed in front of the building in 1939.

What an interesting sculpture...it must be something of a joke, for anyone knows if you played with a horse that way, you'd only do it once!
While wishing I could see more of the figure at the front, I noticed how nicely the horse's ear fits at the corner of the building, the flag flying in the space. I like the composition.

Nice photo! I asked a friend of mine once about those horses and he told me that they are meant to remind people that "Once you get a horse in the government, it's very hard to get him out"
@ XAPT - Your friend wasn't referring to the whole horse, was he? Wasn't he speaking of the south end of a horse headed north?
