Last Friday I posted another photo of Belgrade's gloomy skies, due to fog, lack of wind, and more regrettably because it is not in Mother Nature's hands but ours, lack of enforcement of anti-pollution laws...

FILM NOIR
My urban neighborhood is often used for filming. Above is just a passer-by, but the whole scene reminded me of something from a FILM NOIR.

I can see that being frustrating.
Manque de lois partout dans le monde... et quand elles existent, elles sont souvent bafouées.
