FILM NOIR
My urban neighborhood is often used for filming. Above is just a passer-by, but the whole scene reminded me of something from a FILM NOIR.

So, I looked Black George up, and took the easy route with Wikipedia.
I am very weak on later history in your part of the world. He looks imposing against that cloudy sky.
