I've heard that anxiety can be lessened with a drug named Xanax. Perhaps that's what this person needs. You've caught well the sense of anxiety...of course it could be a criminal fearful of what your camera will uncover! :)
Looks like you may have been spotted—not sure we can send you under cover just yet! Though, granted, it's pretty hard to shoot from the hip when your subject is above you. :~}
