Getting ready for Valentine's Day?

I hope whoever made this has a warmer heart for his or her Valentine!

Was just telling Lily H. that today my workmate and I decorated our bulletin board for Valentine's Day. This is definitely much simpler, and actually rather endearing (it may be cold, but I'll bet the sentiment isn't). Good catch!

I'd love to know the story behind this. I wonder if the person who made this anticipated more snow would cover his design making it look so perfect. Or, did he ever pass by this again, perhaps bringing his valentine with him to show her?
