Hanging out the laundry...er...linoleum
I've seen rugs hanging on these bars in apartment house yards or private ones. People often still beat their rugs here, and sometimes these poles are used to wash rugs, too. But linoleum...? First time I've seen this!

I re,eber those but also only with rugs.We,kids never liked it because we used this as a port to shoot goals;)
We have a pole in our back yard of our building, but thank God no one uses it. There is one is use in the yard next to ours and one man, just one keeps beating his rugs in early spring and always in time for siesta. I removed all the rugs from our home, no beating, no dust, just a clean wooden floor.
I love that people are so creative and able to find ways to save re-use their items. I recently saw an outdoor umbrella clothesline totally full of painted gourds unfortunately I did not have a camera. It was interesting.

Seems quite weird to me, and rather funny, but perhaps they're cleaning the floorboards under the linoleum?
