I think balconies like this beautifully detailed one are magnificent. They most likely bring more pleasure to the passers-by than to those who live there, but maybe not.

If it were my balcony, I'd put a chair out there and sit in it. I think that would bring me pleasure, but I guess it depends on what is going on below.
