The couple on the billboard are actually advertising a new sitcom here, but the juxtaposition with the kiosk bearing the name of the street in front of it, with all the cars and roadwork, makes it appear as if the couple can't stand the noise.....

You are absolutely right. And this is a great street shot! I thought the characters representing the sitcom look like people of the 60s.
I'm with them.
It certainly does have that effect.
